Report: COOL rule doesn’t drive consumer demand

A report to the U.S. Congress from the U.S. Dept. of Agriculture’s (USDA) chief economist finds that there is “insufficient evidence” to conclude that country of origin labeling (COOL) translates into measurable increases in consumer demand for beef, pork, or chicken.
